Incentivize Residential Renewable Energy Installations

Incentivizing residential alternative energy installation can help reduce the upfront cost to residents, decrease their energy bills, and increase the amount of discretionary income they have that can be reinvested in the community. All while reducing residents' carbon footprints as well.

Idea

Creating a program that helps residents install renewable energy systems can uplift residents and reduce fossil fuel usage for properties within the City of Whitehall, with special consideration for low-income residents. This program could include a variety of incentives, including tax incentives, matching funds, and free equipment installation. One option for instituting this program could be including alternative energy installation as a qualifying factor for the City of Whitehall’s Home Reinvestment Program.

Goal

Implement a program to assist residents with installation of renewable energy systems.

Objective

  1. Assess types of alternative energy systems and capacities that would be eligible under this program.
  2. Identify parameters for who may apply for the program.
  3. Coordinate with utility providers for any assistance or regulations they would have for renewable energy systems.
  4. Assess what type of incentives can be used for the program.

Examples

City of Denton, Texas GreenSense Incentive Program

GRID Alternatives is a group that works to bring renewable energy technology and job training to underserved communities.

Connection to Other Plans

This idea potentially addresses the following elements of the MORPC Regional Sustainability Agenda:

Element Description Rationale
1.7 Increase the number of local renewable energy projects and generating capacity. This program would increase the number of renewable energy installations in the region.
2.1 Reduce emissions to meet federal air quality standards. Renewable energy reduces consumption of fossil fuel power.
5.2 Increase number of local governments committed to sustainability. Creation of this program would affirm Whitehall's committment to sustainable initiatives.
